<p>Local Texans joined forces with disaster officials on the ground and in helicopters to search for the missing, including 11 girls and a counselor from a riverside Christian summer camp where some 750 people had been staying when disaster struck.</p>
<p>In a terrifying display of nature's power, the rain-swollen waters of the Guadalupe River reached treetops and the roofs of cabins in Camp Mystic as girls slept overnight Friday, washing away some of them and leaving a scene of devastation.</p>
<p>Blankets, teddy bears and other belongings ended up caked in mud. Windows in the cabins were shattered, apparently by the force of the water.</p>
<p>Lieutenant Governor Dan Patrick said heavy rain likely to cause more flooding was falling Sunday, as the death toll at the camp and elsewhere in Kerr County rose to at least 59.</p>
<p>"We expect that to go higher, sadly," Patrick told Fox News Sunday.</p>
<p>He told stories of heroics, such as a camp counselor smashing a window so girls in their pajamas could swim out and walk through neck-high water.</p>
<p>"These little girls, they swam for about 10 or 15 minutes. Can you imagine, in the darkness and the rushing waters and trees coming by you and rocks come on you? And then they get to a spot on the land," Patrick said.</p>
<p>Texas Governor Greg Abbott said Camp Mystic had been "horrendously ravaged in ways unlike I've seen in any natural disaster."</p>
<p>"We won't stop until we find every girl who was in those cabins," he said in a post on social media platform X after a visit to the site.</p>
<p>Officials and US media say nine people died in other Texas counties, for a total of 68.</p>
<p>Officials had earlier said 27 girls were missing from the camp. Kerrville city manager Dalton Rice told a news conference Sunday morning that the figure is now 11. He did not explain the sharp drop in the number.</p>
<p>The National Weather Service (NWS) warned Sunday that slow-moving thunderstorms threatened more flash floods over the saturated ground of central Texas.</p>
<p>The flooding began at the start of the Fourth of July holiday weekend as months' worth of rain fell in a matter of hours, much of it coming overnight as people slept.</p>
<p>The Guadalupe surged some 26 feet (eight meters) -- more than a two-story building- in just 45 minutes.</p>
<h2>'Washed away'</h2>
<p>President Donald Trump, at his golf club in Bedminster, New Jersey, signed a major disaster declaration that freed up resources for the state.</p>
<p>Flash floods, which occur when the ground is unable to absorb torrential rainfall, are not unusual.</p>
<p>The region of south and central Texas where the weekend's deluge occurred is known colloquially as "Flash Flood Alley."</p>
<p>But scientists say that in recent years human-driven climate change has made extreme weather events such as floods, droughts and heat waves more frequent and more intense.</p>
<p>Texans also started flying personal drones to help look but Rice urged them to stop this, saying it is a danger for rescue aircraft.</p>
<p>One of the searches focused on four young women who were staying in a house that was washed away by the river. Adam Durda and his wife Amber, both 45, drove three hours to chip in.</p>
<p>"There was a group of 20-year-olds that were in a house that had gotten washed away," Durda told AFP. "That's who the family requested helped for, but of course, we're looking for anybody."</p> ]]></content:encoded>

<p>Syrian emergency workers have faced tough conditions including high temperatures, strong winds, rugged mountainous terrain in the coastal province and the danger of explosive war remnants, in a country worn down by years of conflict and economic crisis.</p>
<p>An AFP correspondent in Latakia's Rabiaa region saw emergency workers battling a blaze near homes, while vast swathes of forest and olive groves were burnt and smoke filled the air over a long distance.</p>
<p>Jordanian civil defence teams crossed into Syria on Sunday morning, the Syrian ministry for emergencies and disaster management said, after Turkey sent assistance a day earlier.</p>
<p>Minister Raed al-Saleh&nbsp;said on X that "hundreds of thousands of forest trees over an estimated area of around 10,000 hectares (25,000 acres) in 28 locations have turned to ash".</p>
<p>He later decried "a real environmental disaster" at a press conference in the province.</p>
<p>More than 80 teams including civil defence personnel have been helping battle the blaze, he said, noting local organisations and residents were also providing assistance, in addition to teams and firefighting aircraft from neighbouring Jordan and Turkey.</p>
<p>Saleh said it would take days to declare the blazes completely extinguished once the fire was brought under control, calling them "catastrophic".</p>

<p>The incident, now confirmed as a Houthi attack, marks the first attack on commercial shipping by the Iranian-backed group since December 2024.</p>
<p>According to the UKMTO report, &ldquo;The vessel has been engaged by multiple small vessels who have opened fire with small arms and self-propelled grenades. Armed Security Team have returned fire and situation is ongoing.&rdquo;</p>
<p>An update said the Company Security Officer confirmed that the vessel has been struck by unknown projectiles, resulting in a fire onboard.</p>
<p>Authorities are currently investigating the incident.</p>

<p>According to Martin Kelly of EOS Risk Group, the incident is a major escalation linked to the Houthis. The assault reportedly involved 8&ndash;9 skiffs firing automatic weapons and RPGs and 4 explosive unmanned surface vessels (USVs), two of which struck the ship.</p>

<p>This marks the first confirmed Houthi maritime attack since December 2024, signaling a notable shift in intent&mdash;both in timing and scale.</p>
<p>&nbsp;The use of multiple weapon types suggests a deliberate attempt to sink the vessel, escalating the threat to commercial shipping in the region, Kelly stated.</p>
<p>The incident comes just days after UKMTO issued a warning on July 4th reminding vessels that &ldquo;there remains a high threat of collateral damage to vessels visiting Houthi controlled ports [of Ras Isa, Saleef, and Hodeidah] in the event of any further strikes against targets in these port areas.&rdquo;</p>
<p>Although no attacks on merchant vessels have occurred for over 7 months, authorities believe the Houthis still maintain the capability to target vessels in the Southern Red Sea, Bab-el-Mandeb, and Gulf of Aden that meet their criteria: Israeli-affiliated vessels and those connected with the Israeli port of Haifa. This relative calm followed a January 2025 Israel-Hamas ceasefire, during which the Houthis announced they would only restrict vessels wholly owned by Israelis or sailing under the Israeli flag.</p>
<p>The Houthis announced a &lsquo;blockade&rsquo; against the Haifa on May 19 following a US-Houthi agreement brokered by Oman two weeks earlier.</p>
<p>Maritime security firm had previously recommended that vessels with Israeli affiliations avoid the southern Red Sea, Bab al Mandeb, and Gulf of Aden entirely, while advising ships with US, UK, or allied affiliations to exercise extreme caution and limit their risk exposure in the region.</p>
<p>The UKMTO continues to advise vessels transiting the area &ldquo;to exercise extreme caution in the vicinity of ports that have been subjected to previous strikes, and should consider carefully whether the risk of ongoing navigation/operations in those areas remains judicious.&rdquo;</p>
<p>Vessels in the region are advised to transit with caution and report any suspicious activity to UKMTO.</p> ]]></content:encoded>

                <content:encoded><![CDATA[ <p class="t-content__chapo"><strong><span class="t-location">Hunt (United States) (AFP) &ndash; </span> Rescuers searched Saturday for 27 girls missing from a riverside summer camp in the US state of Texas, after torrential rains caused devastating flooding that killed at least 43 people -- with more rain pounding the region.</strong></p>
<p>"We have recovered 43 deceased individuals in Kerr County. Among these who are deceased we have 28 adults and 15 children," said Kerr Country Sheriff Larry Leitha.</p>
<p>Leitha earlier put the number of evacuated people at 850, including eight reported injured.</p>
<p>Addressing a press conference, Texas Governor Greg Abbott said he was expanding a state disaster declaration and was requesting additional federal resources from US President Donald Trump.</p>
<p>Texas Department of Emergency Management chief Nim Kidd said air, ground and water-based crews were scouring the length of the Guadalupe River for survivors and the bodies of the dead.</p>
<p>"We will continue the search until all those who are missing are found," he said.</p>
<p>The flooding began Friday -- the start of the fourth of July holiday weekend -- as months' worth of rain fell in a matter of hours, causing the Guadalupe River to rise by 26 feet (eight meters) in 45 minutes.</p>
<p>The National Weather Service (NWS) warned that more rain was forecast, and that "excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations."</p>
<p>Multiple flash flood warnings remained in place over the weekend in central Texas.</p>
<p>In Kerrville on Saturday, the usually calm Guadalupe was flowing fast, its murky waters filled with debris.</p>
<p>"The water reached the top of the trees. About 10 meters or so," said local resident Gerardo Martinez, 61. "Cars, whole houses were going down the river."</p>
<p>Flash floods, which occur when the ground is unable to absorb torrential rainfall, are not unusual.</p>
<p>But scientists say that in recent years human-driven climate change has made extreme weather events like floods, droughts and heat waves more frequent and more intense.</p>
<h2>Devastation at Camp Mystic</h2>
<p>On Saturday, Sheriff Leitha said 27 children from the Camp Mystic Christian summer camp in the flooded Kerr County were still missing. Around 750 girls were enrolled at the camp.</p>
<p>US media reported that four of the missing girls were dead, citing their families.</p>
<p>The camp, located along the banks of the Guadalupe, was a picture of disarray, with blankets, mattresses, teddy bears and other belongings caked in mud.</p>
<p>The windows of camp cabins were shattered, apparently by the force of the water.</p>
<p>Michael, who only gave AFP his first name, was searching the camp for his eight-year-old daughter.</p>
<p>"I was in Austin and drove down yesterday morning, once we heard about it," he said, adding that he was hoping for a "miracle."</p>
<p>The Heart O' The Hills summer camp, located about a mile from Camp Mystic, confirmed on Saturday that its director Jane Ragsdale was among the dead.</p>
<h2>'Catastrophic'</h2>
<p>Department of Homeland Security head Kristi Noem told a press conference that Trump wanted to "upgrade the technologies" at the weather service and the National Oceanic and Atmospheric Administration (NOAA).</p>
<p>Trump's administration has faced criticism from scientists and disaster management agencies after cutting funding and hundreds of staff at the NOAA, in charge of weather forecasts and preparedness, and the NWS.</p>
<p>"We need to renew this ancient system," Noem said.</p>
<p>When asked about claims that residents were given insufficient warning of the floods, Noem said she would "carry your concerns back to the federal government."</p>
<p>Officials have said the speed and level of flooding was shocking.</p>
<p>"We didn't know this flood was coming," Kerr County official Rob Kelly said Friday.</p>
<p>Kerrville city official Dalton Rice said rescuers were facing "very difficult" conditions, warning people against traveling to the site.</p>
<p>Rice added it was not known how many people may have been visiting the popular camping area, and declined to give an overall figure for how many were missing.</p>
<p>Soila Reyna, 55, a Kerrville resident who works at a local church helping people who lost their belongings, witnessed the devastation unfold.</p>
<p>"Nothing like as catastrophic as this, where it involved children, people and just the loss of people's houses... It's just crazy," she added.</p>
<p>With rescuers fanning out across the region, Kerrville Mayor Joe Herring urged the community to come together.</p>

<p>The announcement from Musk comes after President Donald Trump signed a tax-cut and spending bill into law on Friday, which the billionaire chief executive officer of Tesla fiercely opposed.</p>
<p>Musk spent hundreds of millions on Trump's re-election and led the Department of Government Efficiency under the Trump administration aimed at slashing government spending, but the two have since fallen out over disagreements about the bill.</p>
<p>Trump earlier this week threatened to cut off the billions of dollars in subsidies that Musk's companies receive from the federal government.</p>
<p>Musk said previously that he would start a new political party and spend money to unseat lawmakers who supported the bill.</p>
<p>Republicans have expressed concern that Musk's on-again, off-again feud with Trump could hurt their chances to protect their majority in the 2026 midterm congressional elections.</p>

                <content:encoded><![CDATA[ <p><strong>The death toll from the collapse of a residential building in the Pakistani mega-city of Karachi rose to 21 on Saturday, after rescue teams worked for a second day in search of survivors.</strong><br /><br />Authorities said the building had been declared unsafe and eviction notices were sent to occupants over three years, but landlords and some residents told AFP they had not received them.<br /><br />Residents reported hearing cracking sounds shortly before the apartment block crumbled around 10:00 am on Friday in Karachi's impoverished Lyari neighbourhood, which was once plagued by gang violence and considered one of the most dangerous areas in Pakistan.<br /><br />The death toll stood at 21 late Saturday, said senior district government official Javed Nabi Khoso. The rescue operation was ongoing.<br /><br />"My daughter is under the rubble," 54-year-old Dev Raj told AFP at the scene.<br /><br />"She was my beloved daughter. She was so sensitive but is under the burden of debris. She got married just six months ago."<br /><br />Earlier Saturday, families said that at least eight people were still believed to be trapped as temperatures climbed to 33 degrees Celsius (91 degrees Fahrenheit).<br /><br />Khoso said that notices had been served in 2022, 2023 and 2024 to occupants.<br /><br />"We don't want to impose our orders by force. We work in phases and send them notices to leave the building. They didn't take the notices seriously," he told AFP.<br /><br />But Imran Khaskheli, an owner and resident watching the rescue operation on Saturday, denied receiving notices.<br /><br />"Do you think we are out of our senses to stay in an unsafe building with our families?" he said.<br /><br />Khaskheli told AFP he had seen cracks in the pillars of the building early Friday.<br /><br />"I knocked on all the doors and asked families to leave immediately," he said, adding that around 40 families lived in the building but that many did not heed his warning.<br /><br />More than 50 buildings in the district have been declared unsafe, with six evacuated since yesterday, according to Khoso.&nbsp;<br /><br />- 'We are helpless' -<br /><br />Many of the victims are believed to be women, who are more likely to be at home during the day.<br /><br />All six members of 70-year-old Jumho Maheshwari's family were in their first-floor apartment when he left for work early in the morning.<br /><br />"Nothing is left for me now -- my family is all trapped and all I can do is pray for their safe recovery," he said Friday.<br /><br />Another resident, Maya Sham Jee, told AFP her brother's family was also trapped under the rubble.<br /><br />"It's a tragedy for us. <p><strong>Britain reestablished full diplomatic relations with Syria on Saturday, more than a decade after cutting ties, as Foreign Secretary David Lammy met the country's new leader Ahmed al-Sharaa in Damascus.</strong></p>
<p>In 2011, Britain was among the first countries to acknowledge rebel groups as the official Syrian government after then-president Bashar al-Assad's crushing of pro-democracy protests plunged the country into civil war.</p>
<p>London also joined sanctions against Syria and later closed its embassy in Damascus, going on to launch air strikes on Assad's forces.</p>
<p>Assad was ultimately toppled in December after more than 13 years of fighting by a rebel offensive led by Sharaa, now Syria's interim president.</p>
<p>"The UK is reestablishing diplomatic relations because it is in our interests to support the new government to deliver their commitment to build a stable, more secure and prosperous future for all Syrians," Lammy said in a statement.</p>
<p>Photos released by Sharaa's office showed him and Lammy meeting alongside Syrian Foreign Minister Asaad al-Shaibani.</p>
<p>Their discussions addressed "bilateral ties... and ways of strengthening cooperation, as well as regional and international developments", the presidency said in a statement.</p>
<p>The Syrian foreign ministry issued a similar statement following a separate meeting between Lammy and Shaibani.</p>
<p>Lammy said a stable Syria would benefit Britain by "reducing the risk of irregular migration, ensuring the destruction of chemical weapons" and "tackling the threat of terrorism".</p>
<p>Britain's Foreign Office said Assad's overthrow was an opportunity to "fully declare and destroy Assad's evil chemical weapons programme", adding that London had contributed an additional $2.7 million to the Organisation for the Prohibition of Chemical Weapons to help Syria do so.</p>
<p>In 2018, the UK joined US air strikes on Syria's chemical weapons in response to a suspected poison gas attack by Assad's forces.</p>
<p>- Sanctions lifted -</p>
<p>Syria has experienced a flurry of diplomatic activity in the months since Islamist-led forces ousted Assad.</p>
<p>In May, Syrian Defence Minister Murhaf Abu Qasra met with an official British delegation, the defence ministry said at the time.</p>
<p>In April, the British government announced it was lifting sanctions imposed on Syria's interior and defence ministries under Assad.</p>
<p>It also said it was removing sanctions against various media groups and intelligence agencies, as well as on some sectors of the economy including financial services and energy production.</p>
<p>A month earlier, it ended sanctions on 24 entities including Syria's central bank.</p>
<p>The United States has also lifted sanctions on Syria and is planning to remove it from its list of state sponsors of terrorism.</p>
<p>Last month, Damascus carried out its first electronic transfer through the international banking system since the imposition of sanctions.</p>
<p>The growing international backing comes as Syria's new leaders attempt to rebuild the country and reboot its moribund economy, both ravaged by the conflict and crippling sanctions.</p>
<p>Britain's Foreign Office said London had committed an extra $129 million to provide "urgent humanitarian aid" and support Syria's reconstruction as well as countries hosting Syrian refugees.</p>

<p>"So far, we've evacuated over 850 uninjured people, eight injured people and have recovered 27 deceased fatalities at this time," said Kerr County Sheriff Larry Leitha, adding that nine children were among the dead.</p>
<p>Addressing a press conference, Kerrville city official Dalton Rice said hundreds of people were taking part in rescue operations, which included ones conducted aerially by helicopter.</p>
<p>"One thing I want to tell you and assure y'all is that we will not stop till every single person is found," said Leitha.</p>
<p>The flooding began Friday as months' worth of rain fell in a matter of hours, causing the Guadalupe River to rise by 26 feet (eight meters) in 45 minutes.</p>
<p>The National Weather Service warned of more extremely heavy rain and "locally catastrophic" flash flooding to come in the region, located northwest of San Antonio.</p>

<p>In Kerrville on Saturday, the usually calm Guadalupe River was flowing fast, its murky waters filled with debris.</p>
<p>"It rained in a day what it usually rains in a year," said local resident Gerardo Martinez, 61.</p>
<p>"The water reached the top of the trees. About 10 meters or so," he added. "Cars, whole houses were going down the river."</p>
<p>Flash floods, which occur when the ground is unable to absorb torrential rainfall, are not unusual.</p>
<p>But scientists say that in recent years human-driven climate change has made extreme weather events like floods, droughts and heat waves more frequent and more intense.</p>
<h2>'Still missing'</h2>
<p>On Saturday, city official Rice said 27 children from the Camp Mystic Christian summer camp in the flooded Kerr County were still missing. Around 750 girls were enrolled at the camp.</p>

<p>US media reported that two of the missing girls were dead, citing their families.</p>
<p>The camp, located along the banks of the Guadalupe, was a picture of disarray, with blankets, mattresses, teddy bears and other belongings scattered across buildings.</p>
<p>The windows of camp cabins were shattered, apparently by the force of the water.</p>
<p>Michael, who only gave AFP his first name, was searching the camp for his eight-year-old daughter.</p>
<p>"I was in Austin and drove down yesterday morning, once we heard about it, we were in Kerrville all day at the emergency stations," he said.</p>
<p>He pointed to the cabin where his daughter was meant to be, and said he had found some of her belongings within.</p>
<p>The Heart O' The Hills summer camp, located about a mile away from Camp Mystic, confirmed on Saturday that its director Jane Ragsdale was among the dead.</p>
<h2>'Boots on the ground'</h2>
<p>Texas Governor Greg Abbott has signed a disaster declaration to boost resources for counties in the region, and President Donald Trump has promised federal support.</p>
<p>Rice said rescuers were facing "very difficult" conditions.</p>
<p>"We did start boots on the ground operations about 8:00 am (1300 GMT) this morning," he said, warning residents not to launch their own searches.</p>
<p>Rice added that it was not known how many people may have been visiting the popular camping area, and declined to give an overall figure for how many people were missing.</p>
<p>State and local officials warned against residents traveling to the area, which includes campgrounds dotted along the river, with dozens of roads impassable.</p>
<p>Videos on social media showed houses and trees swept away by the flash flood caused by heavy overnight rain of up to 12 inches -- one-third of Kerr County's average annual rainfall.</p>
<p>Governor Abbott shared a video on X of a victim being plucked from a tree by a rescuer dangling from a helicopter, as floodwaters raged below.</p>
<p>Soila Reyna, 55, a Kerrville resident who works at a local church helping people who lost their belongings, witnessed the devastation unfold.</p>
<p>"Nothing like as catastrophic as this, where it involved children, people and just the loss of people's houses and you know, it's just crazy," she added.</p>
<p>Martinez said Friday's flooding was some of the worst he had ever seen.</p>
<p>"There is a saying here that there's a flood every hundred years," he said. "We had it. We've never seen anything like that and hopefully we won't ever see it again."</p>
<p>With rescuers fanning out across the region, Joe Herring, the Kerrville mayor, urged the community to come together.</p>
<p>"People need to know today will be a hard day. It will be a hard day," he said, his voice breaking.</p> ]]></content:encoded>

                <content:encoded><![CDATA[ <p><br />Israel has decided to send a delegation to Qatar for talks on a possible Gaza hostage and ceasefire deal, Israel&rsquo;s Channel 12 reported on Saturday, citing a senior Israeli official.<br /><br />It was unclear whether the delegation would fly to Qatar on Saturday or Sunday.<br /><br />Israel was considering its response on Saturday after Hamas said it was ready to start talks &ldquo;immediately&rdquo; on a US-sponsored proposal for a Gaza ceasefire.<br /><br />The security cabinet was expected to meet after the end of the Jewish sabbath at sundown to discuss Israel&rsquo;s next steps, as Prime Minister Benjamin Netanyahu prepared to head to Washington for talks on Monday with US President Donald Trump.<br /><br />Trump has been making a renewed push to end nearly 21 months of war in Gaza, where the civil defense agency said 35 people were killed in Israeli military operations on Saturday.<br /><br />&ldquo;No decision has been made yet on that issue,&rdquo; an Israeli government official told AFP when asked about Hamas&rsquo;s positive response to the latest ceasefire proposal.<br /><br />Hamas made its announcement late Friday after holding consultations with other Palestinian factions.<br /><br />&ldquo;The movement is ready to engage immediately and seriously in a cycle of negotiations on the mechanism to put in place&rdquo; the US-backed truce proposal, the militant group said in a statement.<br /><br />Two Palestinian sources close to the discussions told AFP that the proposal included a 60-day truce, during which Hamas would release 10 living hostages and several bodies in exchange for Palestinians detained by Israel.<br /><br />However, they said, the group was also demanding certain conditions for Israel&rsquo;s withdrawal, guarantees against a resumption of fighting during negotiations and the return of the UN-led aid distribution system.<br /><br />Hamas ally Islamic Jihad said it supported ceasefire talks, but demanded guarantees that Israel &ldquo;will not resume its aggression&rdquo; once hostages held in Gaza are freed.<br /><br />Trump, when asked about Hamas&rsquo;s response aboard Air Force One, said: &ldquo;That&rsquo;s good. They haven&rsquo;t briefed me on it. We have to get it over with. <p><strong>At least 13 people were dead after flash flooding hit south-central Texas early Friday, officials said, with more than 20 girls at a summer camp still unaccounted for.</strong></p>
<p>"We have identified 13 fatalities," Kerr County Sheriff Larry Leitha told a press conference after devastating floods swept through the region northwest of San Antonio, warning more casualties were likely.</p>
<p>Some of the dead were children, Texas Lieutenant Governor Dan Patrick said.</p>
<p>"About 23" girls were unaccounted for from Camp Mystic along the Guadalupe River, which rose 26 feet (eight meters) in 45 minutes overnight, Patrick added.</p>
<p>"That does not mean they've been lost, they could be in a tree, they could be out of communication," he said.</p>
<p>Patrick read out a message from the director of the summer camp, which had some 750 campers over the July 4 long weekend, reporting that it had "sustained catastrophic level of flooding."</p>
<p>"We have no power, water or Wi-Fi," the message said.</p>
<p>State and local officials warned against residents traveling to the area which includes camp grounds dotted along the river, with dozens of roads "impassable."</p>

<p>- 'Another wave' -</p>
<p>"Air rescue missions like this are being done around the clock. We will not stop until everyone is accounted for," he said.</p>
<p>Freeman Martin, director of the state's public safety department, said the flood was a "mass casualty event."</p>
<p>About 500 rescue personnel and 14 helicopters were deployed, with the Texas National Guard sending rescue teams and the US Coast Guard joining efforts.</p>
<p>"The rain has let up, but we know there's another wave coming," Martin warned, saying more rain would be hitting areas around San Antonio and Austin.</p>
<p>"We didn't know this flood was coming," Kerr County judge Rob Kelly said earlier on Friday, adding that the region has "floods all the time."</p>
<p>"This is the most dangerous river valley in the United States," he added, referring to the Guadalupe River that flows through the region.</p>
<p>Forecasters issued a flood warning for Kerr County, urging those living near the Guadalupe River to "move to higher ground."</p>
<p>In mid-June, at least 10 people were killed by flash flooding in San Antonio following torrential rains.</p>

                <content:encoded><![CDATA[ <p><strong>WASHINGTON (AP) &mdash; President Donald Trump signed his package of tax breaks and spending cuts into law Friday after his cajoling produced almost unanimous Republican support in Congress for the domestic priority that could cement his second-term legacy.</strong><br /><br />Flanked by Republican legislators and members of his Cabinet, Trump signed the multitrillion-dollar legislation outside the White House, and then banged down the gavel that House Speaker Mike Johnson gifted him that was used during the bill&rsquo;s final passage Thursday.<br /><br />Against odds that at times seemed improbable, Trump achieved his goal of celebrating a historic &mdash; and divisive &mdash; legislative victory in time for the nation&rsquo;s birthday. Fighter jets and stealth bombers streaked through the sky over the annual White House Fourth of July picnic.<br /><br />&ldquo;America&rsquo;s winning, winning, winning like never before,&rdquo; Trump said, noting last month&rsquo;s bombing campaign against Iran&rsquo;s nuclear program, which he said the flyover was meant to honor. &ldquo;Promises made, promises kept, and we&rsquo;ve kept them.&rdquo;<br /><br />The White House was hung with red, white and blue bunting for the regular Fourth of July festivities. The United States Marine Band played patriotic marches &mdash; and, in a typical Trumpian touch, tunes by 1980s pop icons Chaka Khan and Huey Lewis. There were three separate flyovers.<br /><br />Trump spoke for a relatively brief 22 minutes before signing the bill, but was clearly energized as the legislation&rsquo;s passage topped a recent winning streak for his administration. That included the Iran campaign and a series of U.S. Supreme Court rulingshe&rsquo;s fought for.<br /><br />The budget legislation is the president&rsquo;s highest-profile win yet. It includes key campaign pledges like no tax on tips or Social Security income. Trump, who spent an unusual amount of time thanking individual Republican lawmakers who shepherded the measure through Congress, contended &ldquo;our country is going to be a rocket ship, economically,&rdquo; because of the legislation.<br />Big cuts to Medicaid and food stamps<br /><br />Critics assailed the package as a giveaway to the rich that will rob millions more lower-income people of their health insurance, food assistance and financial stability.<br /><br />&ldquo;Today, Donald Trump signed into law the worst job-killing bill in American history. It will rip health care from 17 million workers to pay for massive tax giveaways to the wealthy and big corporations, amounting to the country&rsquo;s largest money grab from the working class to the ultra-rich,&rdquo; AFL-CIO President Liz Shuler said in a statement. &ldquo;Every member of Congress who voted for this devastating bill picked the pockets of working people to hand billionaires a $5 trillion gift.&rdquo;<br /><br />The legislation extends Trump&rsquo;s 2017 multitrillion-dollar tax cuts and cuts Medicaid and food stamps by $1.2 trillion. It provides for a massive increase in immigration enforcement. Congress&rsquo; nonpartisan scorekeeper projects that nearly 12 million more people will lose health insurance under the law.<br /><br />The legislation passed the House on a largely party-line vote Thursday, culminating a monthslong push by the GOP to cram most of its legislative priorities into a single budget bill that could be enacted without Senate Democrats being able to block it indefinitely by filibustering.<br /><br />It passed by a single vote in the Senate, where North Carolina Republican Thom Tillis announced he would not run for reelection after incurring Trump&rsquo;s wrath in opposing it.                 <content:encoded><![CDATA[ <p><strong>The Palestinian militant group Hamas said on Friday that it had responded positively to a new proposal for a 60-day Gaza cease-fire with Israel and was ready to immediately enter negotiations on implementing it.</strong><br /><br />It was not immediately clear whether Hamas was demanding any significant changes to the proposal and whether any gaps could be easily bridged or create new hurdles to an agreement. The two sides have come close before to such agreements, only to see them unravel at the last minute over the details.<br /><br />President Trump said on Tuesday that Israel had agreed to the conditions for a temporary truce, and he called on Hamas to do the same.<br /><br />&ldquo;The movement submitted the response&rdquo; to mediators, Hamas said in a statement late Friday night, adding it was &ldquo;characterized as being positive.&rdquo;<br /><br />The proposal calls for hostage-for-prisoner swaps and negotiations leading to a permanent end to the nearly two-year-old war in Gaza.<br /><br />Mr. Trump said earlier this week that he had been pressuring Israel and Hamas to make a deal ahead of a visit by Prime Minister Benjamin Netanyahu of Israel to Washington on Monday.<br /><br />&ldquo;MAKE THE DEAL IN GAZA,&rdquo; Mr. Trump posted on Truth Social on Sunday, directing the message at Israel, before warning Hamas &ldquo;it will not get better &mdash; IT WILL ONLY GET WORSE&rdquo; if it did not sign on.<br /><br />Gideon Saar, the Israeli foreign minister, said there were &ldquo;positive signs&rdquo; in the efforts to reach a new cease-fire and Israel was eager for talks to resume &ldquo;as soon as possible.&rdquo;<br /><br />The primary obstacle to getting a deal between Hamas and Israel has been the permanence of any cease-fire. Hamas has insisted on a lasting end to the war before releasing all the remaining hostages. But Mr. Netanyahu said that Hamas&rsquo;s military and governing capabilities must be dismantled.<br /><br />The war began with an Hamas-led attack from Gaza on Oct. 7, 2023. It killed about 1,200 people, according to Israel, and some 250 other people were abducted to Gaza. Israel believes up to 20 living hostages remain in Gaza.<br /><br />Israel&rsquo;s retaliation has killed more than 57,000 Palestinians, including thousands of children, according to the Gaza health ministry, which does not distinguish between civilians and combatants. Almost all of the roughly two million Palestinian residents of in Gaza have been displaced at one point during the war, many of them repeatedly, and hunger is widespread.<br /><br />People briefed on the new proposal have said it calls for the handover of 10 living hostages and the remains of 18 others during the 60-day cease-fire in exchange for a number of Palestinian prisoners.<br /><br />The releases would be staggered over five stages, and Hamas would have to refrain from holding televised handover ceremonies like those it staged during the cease-fire earlier this year. The ceremonies infuriated Israelis, who saw them as humiliating.<br /><br />Steve Witkoff, the White House&rsquo;s special envoy brokering the truce talks, had previously advanced a proposal for 60-day cessation of hostilities that was supposed to lead to a broader deal.<br /><br />As in the last truce, the new one would require Israel to pull back troops deployed in Gaza. But the details of that pullback were not immediately clear.<br /><br />The new proposal also states that the United States and the Arab mediators, Qatar and Egypt, will ensure that serious negotiations to end the war will take place during the truce.<br /><br />Mr. Netanyahu has resisted ending the war, with far-right members of his fragile coalition threatening to bring down his government if he agreed to such a deal.<br /><br />While the truce talks were stalled, the prime minister had been pushing Mr. Trump to target Iranian nuclear sites, which the American leader ordered the United States to bomb in June.<br /><br />Since that 12-day campaign against Iran ended late last month, the prime minister&rsquo;s popularity appears to have risen at home, possibly making him less reliant on the support of his far-right ministers.<br /><br />But there is a new unknown.<br /><br />Hamas has a new de facto leader in Gaza, Izz al-Din al-Haddad, who Israel says took over the military wing after its forces killed the former Hamas leader, Muhammad Sinwar.<br /><br />Mr. al-Haddad helped to plan the Oct. 7 attack and is thought to strongly oppose efforts to dislodge Hamas from power.<br /><br />In an Al Jazeera documentary that aired in late January, he stated his terms, which include Israel withdrawing from Gaza, ending the war, releasing Palestinian prisoners, allowing reconstruction in the enclave and lifting restrictions on the entry and the exit of goods.<br /><br />&ldquo;The leadership of the occupation, supported by America and the West, will have to submit to our just demands,&rdquo; he said.</p> ]]></content:encoded>

                <content:encoded><![CDATA[ <p><strong>A five-storey building collapsed in Pakistan on Friday, killing at least eight people and injuring nine others, officials said, with rescuers searching through the rubble for more trapped victims.</strong><br /><br />The incident happened shortly after 10:00 am (0500 GMT) in the impoverished Lyari neighbourhood of Karachi, which was once plagued by gang violence and considered one of the most dangerous areas in Pakistan.<br /><br />Up to 100 people had been living in the building, senior police officer Arif Aziz told AFP.<br /><br />Shankar Kamho, 30, a resident of the building who was out at the time, said around 20 families were living inside.<br /><br />"I got a call from my wife saying the building was cracking and I told her to get out immediately," he told AFP at the scene.<br /><br />"She went to warn the neighbours, but one woman told her 'this building will stand for at least 10 more years'. Still, my wife took our daughter and left. About 20 minutes later, the building collapsed."<br /><br />The Sindh provincial health department said the death toll had risen to eight killed and nine injured late Friday.<br /><br />The search for survivors continued into the night, with relatives gathered near the site waiting for news.<br /><br />Saad Edhi, of the Edhi welfare foundation that is part of the rescue operation, told AFP there could be "at least eight to 10 more people still trapped", describing it as a "worn-out building".<br /><br />- Race against time -<br /><br />Nearby residents rushed to save their neighbours before rescuers took over to remove the rubble, along with at least five excavators.<br /><br />The heavy machinery struggled to access the narrow alleys, and police baton-charged residents to clear the way.<br /><br />All six family members of 70-year-old Jumho Maheshwari were at his flat on the first floor when he left for work early in the morning.<br /><br />"Nothing is left for me now -- my family is all trapped and all I can do is pray for their safe recovery," he told AFP.<br /><br />Another resident, Maya Sham Jee, said her brother's family was also trapped under the rubble.<br /><br />"It's a tragedy for us. The world has been changed for our family," she told AFP.<br /><br />"We are helpless and just looking at the rescue workers to bring our loved ones back safely."<br /><br />In June 2020, at least 18 people were killed when a residential building housing about 40 apartments collapsed in the same area of the city.<br /><br />Roof and building collapses are common across Pakistan, mainly because of poor safety standards and shoddy construction materials in the South Asian country of more than 240 million people.<br /><br />But Karachi, home to more than 20 million, is especially notorious for poor construction, illegal extensions, ageing infrastructure, overcrowding, and lax enforcement of building regulations.</p> ]]></content:encoded>

                <content:encoded><![CDATA[ <p><strong>A huge explosion at a petrol station in a Rome suburb on Friday injured nearly 30 people, two of them seriously, and rattled windows across the Italian capital.</strong><br /><br />The blast around 8:20am (0620 GMT) was preceded by a fire caused by a gas leak during refuelling, according to Rome Mayor Roberto Gualtieri, who provided the toll of injured.<br /><br />Gualtieri visited the charred and smoking remains of the petrol and liquified natural gas (LNG) station and an adjacent sports centre in the Prenestino neighbourhood of eastern Rome.<br /><br />The explosion sent a fireball and thick black smoke into the air, and was heard on the other side of Rome, shaking windows and causing some residents to worry that a bomb had gone off.<br /><br />"The explosion was really powerful. I felt my skin burning," Michele Seco, a 23-year-old who worked at the now-destroyed sports centre, told AFP.<br /><br />Before the explosion, emergency services and police were called to investigate the gas leak and had evacuated the immediate area, including a children's summer camp.<br /><br />Police said 10 of their officers and one member of the fire service were injured, in addition to 16 civilians, two of whom were in a serious but not life-threatening condition.<br /><br />Fabio Balzani, head of the sports centre, said if the fire had occurred just a bit later it could have been disastrous, with 60 children expected at the camp and around 120 people booked to use the pool.<br /><br />"It would have been a massacre, a catastrophe," he told AFP.<br /><br />Andrea Quattrocchi, the local chief of the Carabinieri police force, said the timely intervention of his team was crucial.<br /><br />"They extracted a person alive from a burning car," who was taken to hospital and is in a serious but stable condition, Quattrocchi told reporters.<br /><br />Witnesses said an ambulance exploded in the fire.<br /><br />Ennio Aquilino, regional director of the Lazio fire department, said the petrol station explosion was caused by a "BLEVE" -- a boiling liquid expanding vapour explosion -- of the liquified natural gas.<br /><br />A BLEVE is caused by the rapid vaporisation of a pressurised liquid, normally when the vessel containing it is ruptured in some way.<br /><br />"The effect is as if a bomb has gone off," Aquilino told reporters.<br /><br />He said the first call to firefighters had been for a gas leak, then shortly afterwards came the explosion.<br /><br />He said they did not have time to stop it, only to clear the area.<br /><br />Prime Minister Giorgia Meloni said she was following the situation, and offered her support for all those injured.</p> ]]></content:encoded>

Erik Kurilla said on Thursday after a recent trip to the Middle East.</strong><br /><br />Kurilla went to Saudi Arabia from June 30 to July 1, according to a readout of his visit, where he met with Saudi Armed Forces Chief of General Staff Gen. Fayyad bin Hamed Al-Ruwaili.<br /><br />Discussions centered on shared security concerns and strengthening the military-to-military relationship, including cooperation and interoperability, according to CENTCOM.<br /><br />&ldquo;Gen. Kurilla congratulated the Royal Saudi Armed Forces on achieving full operational capability of their first Theater High Altitude Air Defense (THAAD) system on 1 July,&rdquo; CENTCOM said.<br /><br />While in Saudi Arabia, Kurilla also met with the chief of staff of the Yemeni Armed Forces. The pair discussed regional threats and efforts to maintain freedom of navigation in the Red Sea and the Bab al-Mandab Strait.<br /><br />Last month, the State Department approved a $3.5 billion for the sale of advanced missiles and weapons to Saudi Arabia. The agreement involves the sale of 1,000 Advanced Medium-Range Air-to-Air Missiles (AMRAAM) and 50 AIM-120C-8 AMRAAM guidance sections to the Kingdom.<br /><br />Washington also approved the sale of precision-guided weapon systems to Saudi Arabia in March.<br />Kurilla visits other capitals in the region<br /><br />The outgoing CENTCOM chief also stopped in Qatar, Jordan, Israel and Greece to visit the US servicemembers "involved in the defense of US forces and interests across the region."<br /><br />Kurilla visited Al-Udeid Air Base in Qatar to visit the US troops who took down ballistic missiles targeting the base, launched by Iran in retaliation for the US bombing of three Iranian nuclear sites.<br /><br />In Jordan, Kurilla met with US forces and senior Jordanian military officials. He hailed the Jordanian Armed Forces, &ldquo;which continues to serve as a steadfast and capable strategic partner for peace and stability in the region.&rdquo;<br /><br />The US general went to Israel on July 2 to visit US service members deployed there &ldquo;in defense of US citizens and the state of Israel.&rdquo;<br /><br />His meetings with Israeli officials were to review the recent Iran-Israel war, according to the Israeli army, which said it &ldquo;expresses deep appreciation [to the US] for the strategic cooperation&rdquo; during the 12-Day War.<br /><br />Kurilla met with US Navy personnel in Crete, Greece, and thanked them for supporting CENTCOM through ballistic missile defense, maritime security operations, and other efforts.<br /><br />&ldquo;At every stop on this trip, I saw firsthand the professionalism, competence, and skill of our servicemembers and the immense value they bring to our partnerships,&rdquo; Kurilla said. &ldquo;They are also the cornerstone of our regional relationships that are critical to regional stability, deterrence, and readiness.&rdquo;</p> ]]></content:encoded>

<p>The move clears the way for General Assimi Goita to lead the west African country until at least 2030, despite the military government's initial pledge to return to civilian rule in March 2024.</p>
<p>The bill, adopted by the legislative body, now only needs approval by the junta leader himself who rose to power following back-to-back coups in 2020 and 2021.</p>
<p>It is the latest in a series of restrictions on freedoms by Mali's military leadership to consolidate its power in the jihadist-hit Sahelian nation.</p>
<p>The bill was unanimously backed by the 131 members present in the National Transitional Council, an AFP journalist said.</p>
<p>The cabinet, the Council of Ministers, had already adopted the measure last month.</p>
<p>The transition is fixed at five years, renewable "as many times as necessary, until the pacification of the country, from the promulgation of this charter", the bill, seen by AFP, states.</p>
<p>The transitional president, government and legislative members are eligible to stand in presidential and general elections, the text says.</p>
<p>"This is a major step forward in the rebuilding of Mali," Malick Diaw, president of the National Transitional Council, told AFP after Thursday's vote.</p>
<p>"The adoption of this text is in accordance with the popular will," he said.</p>
<p>When Goita took power, he insisted on Mali's commitment to the fight against jihadist violence and initially pledged a return to civilian rule.</p>
<p>But the military ultimately reneged on its promise to cede power to elected civilians by their own deadline.</p>
<p>- Repression of dissent -</p>
<p>Earlier this year, a junta-led national consultation recommended the move proclaiming Goita president without a vote for the five-year renewable term.</p>
<p>The same assembly -- boycotted by most political groups -- also recommended the dissolution of political parties and tougher rules for their creation.</p>
<p>Subsequently, the junta announced in May the dissolution of all political parties and organisations, as well as a ban on meetings.</p>
<p>The ongoing squeeze on Mali's civic space comes against a backdrop of clamour by authorities for the country to unite behind the military.</p>
<p>Since 2012, Mali has been mired in violence carried out by jihadist groups affiliated with Al-Qaeda and the Islamic State group, as well as other criminal organisations.</p>
<p>Those attacks have only intensified in recent weeks.</p>
<p>The Malian army and its Russian mercenary allies from Africa Corps, tasked in particular with tracking down jihadists, are regularly accused of rights violations against civilians.</p>
<p>Mali and its junta-led neighbours Burkina Faso and Niger have teamed up to create their own confederation, the Alliance of Sahel States (AES), and have announced the creation of a joint 5,000-strong force for joint military operations.</p>
<p>In Niger and Burkina, political parties have also been dissolved and suspended.</p>
<p>Burkina's junta leader Capitain Ibrahim Traore, who seized power in a September 2022 coup, extended his transition at the helm of the country for an additional five years in May last year.</p>
<p>In Niger, General Abdourahamane Tiani overthrew democratically elected president Mohamed Bazoum in July 2023.</p>
<p>A national conference held in February strengthened the ruling junta by authorising Tiani to remain in power in Niger for the next five years.</p>

<p><strong>Afghanistan's government said on Thursday that Russia had become the first country to officially recognise its rule, calling it a "brave decision".</strong></p>
<p>The Taliban swept back to power in 2021 after ousting the foreign-backed government and have imposed an austere version of Islamic law.</p>
<p>They have keenly sought official international recognition and investment, as the country recovers from four decades of war, including the Soviet invasion from 1979 to 1989.</p>
<p>The announcement was made after Afghanistan's Foreign Minister Amir Khan Muttaqi met with Russia's ambassador to Afghanistan, Dmitry Zhirnov, in Kabul on Thursday.</p>
<p>"This brave decision will be an example for others... Now that the process of recognition has started, Russia was ahead of everyone," Muttaqi said in a video of the meeting on X.</p>
<p>"Russia is the first country which has officially recognised the Islamic Emirate," Taliban foreign ministry spokesman Zia Ahmad Takal told AFP, using the government's name for their administration.</p>
<p>Muttaqi said it was "a new phase of positive relations, mutual respect, and constructive engagement", the foreign ministry posted on X.</p>
<p>Russia's foreign ministry added on Telegram: "We believe that the act of official recognition of the Islamic Emirate of Afghanistan will boost the development of productive bilateral cooperation between our countries in several areas."</p>
<p>It highlighted potential "commercial and economic" cooperation in "energy, transportation, agriculture and infrastructure".</p>
<p>The ministry said that Moscow hoped to continue helping Kabul "reinforce regional security and fight against the threats of terrorism and drug-trafficking".</p>
<p>Moscow has taken recent steps to normalise relations with the Taliban authorities, removing them from a list of "terrorist organisations" in April and accepting a Taliban ambassador in Kabul.</p>
<p>In July 2024, Russian President Vladimir Putin called the Taliban "allies in the fight against terrorism".</p>
<p>Russia was the first country to open a business representative office in Kabul after the Taliban takeover, and has announced plans to use Afghanistan as a transit hub for gas heading to Southeast Asia.</p>
<p>- 'Allies' -</p>
<p>Only Saudi Arabia, Pakistan and the United Arab Emirates recognised the Taliban during their first stint in power from 1996 to 2001.</p>
<p>This time, multiple other states, including China and Pakistan, have accepted Taliban ambassadors in their capitals, but have not officially recognised the Islamic Emirate since the end of the then-insurgency's two-decade war with US-led NATO troops.</p>
<p>There has been limited but growing engagement with the Taliban authorities, particularly from regional neighbours, but also major global players China and Russia.</p>
<p>However, restrictions on women and girls, barring them from education and squeezing them from public life, have been key sticking points for Western nations.</p>
<p>Multiple Afghan women activists were quick to condemn Russia's recognition.</p>
<p>The move "legitimizes a regime that bans girls from education, enforces public floggings, and shelters UN-sanctioned terrorists", said Mariam Solaimankhil, former member of Afghanistan's parliament.</p>
<p>"The move signals that strategic interests will always outweigh human rights and international law."</p>
<p>Senior Taliban figures remain under international sanctions, including by the United Nations.</p>
<p>Another former MP in Kabul, Fawzia Koofi, said any recognition of the Taliban "will not bring peace it will legitimize impunity" and "risk endangering not just the people of Afghanistan, but global security".</p>

It comes as US President Donald Trump announced that Israel had already agreed to a temporary 60-day truce, during which negotiations would take place for a permanent ceasefire and the release of hostages.<br /><br />Leaders targeted<br /><br />Among the Hamas figures affected by this directive are prominent leaders of the organization. Zaher Jabarin, one of the founders of Hamas&rsquo;s armed wing in the West Bank, and Muhammad Ismail Darwish, the chair of Hamas&rsquo;s advisory (Shura) council who has conducted diplomatic missions with Iranian and Turkish officials, are on this list, as well as Khalil al-Hayya, head of Hamas&rsquo;s negotiation team.<br /><br />This measure, although largely symbolic, addresses one of Israel's central demands: the complete disarmament of Hamas and the departure of its leaders from Gaza as a condition for ending the war. It constitutes a gesture of confidence on the part of Qatar, possibly intended to reassure the United States of its commitment to the peace process.<br /><br />New proposal on the table<br /><br />In an official statement released on Wednesday, Hamas said it is reviewing a new ceasefire proposal. The organization specified: "We are holding discussions with the aim of reaching an agreement that will ensure an end to the aggression, the withdrawal of forces, and the delivery of aid to the people of Gaza."<br /><br />The proposal currently under consideration provides for a 60-day ceasefire, during which Hamas would be expected to release 10 living hostages still held in Gaza and return the bodies of 18 deceased hostages. In return, Israel would release Palestinian prisoners. According to The New York Times, these releases would take place in five stages spread over the entire period.<br /><br />Israeli Prime Minister Benjamin Netanyahu reiterated his country's determination this week to fulfill the goals of the war against Hamas. "We will destroy them completely," he said. "We will free all the hostages &ndash; with the destruction of Hamas, these are not contradictory objectives." These remarks were made during a visit to a military base in southern Israel.<br /><br />Foreign Minister Gideon Sa'ar expressed the Israeli government's cautious optimism on Wednesday: "We are serious in our intention to reach an agreement on the hostages and the ceasefire. We have said yes to the proposals of the American envoy Steve Witkoff. There are positive signs, but it is too early to say more."<br /><br />Challenges of decision-making<br /><br />Despite the pressures exerted on the Hamas leadership in exile, the final decision will rest with the military commander based in Gaza, Izzeddin al-Haddad, who leads Hamas forces in Gaza City.                 <content:encoded><![CDATA[ <p><strong>Mexican rehabilitation centers were supposed to provide sanctuary to drug users trying to kick their addictions. Instead, they became targets for the same ultra-violent cartels that traffic illegal narcotics.</strong><br /><br />The refuges are reeling from a series of deadly attacks by criminal gangs fighting for control of the multibillion-dollar drugs trade, particularly in Guanajuato, Mexico's most violent state.<br /><br />Some of the people in rehab are pursued by drug dealers whom they owe money, Nicolas Perez, who leads a network of 180 rehabilitation centers in Guanajuato, told AFP.<br /><br />Perez, 55, said he had himself received calls from suspected criminals demanding he hand over some of the addicts at the centers he oversees.<br /><br />Instead, he contacts their families so they can take them to a safer location.<br /><br />Not even the managers of the facilities -- some of which are run by former drug users and sometimes lack official permits -- are safe from the gang violence.<br /><br />Three of them disappeared on June 2 after participating in a meeting of the network led by Perez.<br /><br />In some cases, the cartels murder people in rehab because they suspect they have been recruited by rival gangs, said David Saucedo, an independent expert on Mexican criminal groups.<br /><br />One of the worst massacres occurred in July 2020, when gunmen killed 26 people at a clinic in Irapuato in Guanajuato state.<br /><br />In the northwestern state of Sinaloa, where cartel infighting has caused a spike in violence, gunmen killed nine people this April in what was the seventh attack on a drug rehab clinic in months.<br /><br />In June, authorities launched an investigation into a suspicious fire that left 12 people dead at another such center in Guanajuato state.<br /><br />- 'Always hope' -<br /><br />Perez knows that his work will not stop drug use, but he hopes that it will at least make some difference.<br /><br />"Even if they're afraid, people seek help," he said.<br /><br />Perez has first-hand experience, having suffered from alcoholism and drug addiction 20 years ago.<br /><br />Today, he says his family is his biggest source of motivation.<br /><br />"I'm a father, a grandfather, and I wouldn't like to leave this cursed legacy of ignorance," he said.<br /><br />Azucena, a volunteer at the center, said she stopped using drugs more than a decade ago at a rehab center in the city of Celaya.<br /><br />"There's always hope," the woman, who asked not to be fully named for safety reasons, told AFP.<br /><br />Javier Torres quit using drugs at the same center, where he now mentors fellow addicts.<br /><br />After 10 years of abstinence, he returned to working as a school teacher and reestablished his relationship with his daughter, which he described as "the best reward."<br /><br />- 'Costly cartel war' -<br /><br />In Guanajuato state alone, the number of rehab centers has soared from 150 in 2016 to 290 today.<br /><br />"We're starting to become more professional," Perez said, estimating that a fifth of the people he helps manage to break free from their addictions.<br /><br />While President Claudia Sheinbaum likes to credit family values for the absence of drug use in Mexico on the scale of the United States' opioid crisis, addictions to hard drugs are increasing in Guanajuato.<br /><br />In 2021, 41 percent of people seeking drug use treatment at state-backed Youth Integration Centers reported having used methamphetamine in the previous 30 days, up from about 10 percent in the first half of 2015.<br /><br />Meth, a highly addictive synthetic drug, is now the main substance for which people seek treatment, said Nadia Robles, an official with the government's National Commission on Mental Health and Addictions.<br /><br />According to Saucedo, the increase in addictions in Guanajuato is the result of a fierce turf war.<br /><br />The Jalisco New Generation cartel, one of several powerful drug trafficking groups classified as terrorist organizations by US President Donald Trump's administration, is at war with the local Santa Rosa de Lima gang.<br /><br />The rivals are vying for control of a highway on a key trafficking route between a major Pacific sea port where synthetic drug ingredients arrive from Asia and the border with the United States.<br /><br />Cartels are also fighting for control of two important drug markets in Guanajuato -- an industrial corridor, home to car assembly plants owned by companies such as Toyota and Mazda, and the popular tourist destination of San Miguel de Allende, Saucedo said.<br /><br />"To finance this costly cartel war, they expand their consumer base," he said.</p> ]]></content:encoded>

                <content:encoded><![CDATA[ <p><strong>WASHINGTON (AP) &mdash; House Republicans propelled President Donald Trump&rsquo;s big trillion tax breaks and spending cuts bill to final passage Thursday in Congress, overcoming multiple setbacks to approve his signature second-term policy package before a Fourth of July deadline.</strong><br /><br />The tight roll call, 218-214, came at a potentially high political cost, with two Republicans joining all Democrats opposed. GOP leaders worked overnight and the president himself leaned on a handful of skeptics to drop their opposition and send the bill to him to sign into law. Democratic leader Hakeem Jeffries of New York delayed voting for more than more than eight hours by seizing control of the floor with a record-breaking speech against the bill.<br /><br />&ldquo;Are you tired of winning yet?&rdquo; said House Speaker Mike Johnson, R-La., invoking Trump as he called the vote.<br /><br />&ldquo;With one big beautiful bill we are going to make this country stronger, safer and more prosperous than ever before.&rdquo; Republicans celebrated with a rendition of the Village People&rsquo;s &ldquo;Y.M.C.A.,&rdquo; a song the president often plays at his rallies, during a ceremony afterward.<br /><br />The outcome delivers a milestone for the president, by his Friday goal, and for his party,. It was a long-shot effort to compile a lengthy list of GOP priorities into what they called his &ldquo;one big beautiful bill,&rdquo; an 800-plus page measure. With Democrats unified in opposition, the bill will become a defining measure of Trump&rsquo;s return to the White House, aided by Republican control of Congress.<br />Tax breaks and safety net cuts<br /><br />At its core, the package&rsquo;s priority is $4.5 trillion in tax breaks enacted in 2017 during Trump&rsquo;s first term that would expire if Congress failed to act, along with new ones. This includes allowing workers to deduct tips and overtime pay, and a $6,000 deduction for most older adults earning less than $75,000 a year.<br /><br />There&rsquo;s also a hefty investment, some $350 billion, in national security and Trump&rsquo;s deportation agenda and to help develop the &ldquo;Golden Dome&rdquo; defensive system over the U.S.<br /><br />To help offset the lost tax revenue, the package includes $1.2 trillion in cutbacks to the Medicaid health care and food stamps, largely by imposing new work requirements, including for some parents and older people, and a major rollback of green energy tax credits.<br /><br />The nonpartisan Congressional Budget Office estimates the package will add $3.3 trillion to the deficit over the decade and 11.8 million more people will go without health coverage.<br /><br />&ldquo;This was a generational opportunity to deliver the most comprehensive and consequential set of conservative reforms in modern history, and that&rsquo;s exactly what we&rsquo;re doing,&rdquo; said Rep. Jodey Arrington, R-Texas, the House Budget Committee chairman.<br />Democrats united against &lsquo;ugly bill&rsquo;<br /><br />Democrats unified against the bill as a tax giveaway to the rich paid for on the backs of the working class and most vulnerable in society, what they called &ldquo;trickle down cruelty.&rdquo;<br /><br />Jeffries began the speech at 4:53 a.m. EDT and finished at 1:37 p.m. EDT, 8 hours, 44 minutes later, a record, as he argued against what he called Trump&rsquo;s &ldquo;big ugly bill.&rdquo;<br /><br />&ldquo;We&rsquo;re better than this,&rdquo; said Jeffries, who used a leader&rsquo;s prerogative for unlimited debate, and read letter after letter from Americans writing about their reliance of the health care programs.<br /><br />&ldquo;I never thought that I&rsquo;d be on the House floor saying that this is a crime scene,&rdquo; Jeffries said. &ldquo;It&rsquo;s a crime scene, going after the health, and the safety, and the well-being of the American people.&rdquo;<br /><br />And as Democrats, he said, &ldquo;We want no part of it.&rdquo;<br /><br />Tensions ran high. As fellow Democrats chanted Jeffries&rsquo; name, a top Republican, Rep. Jason Smith of Missouri, chairman of the House Ways and Means Committee, called his speech &ldquo;a bunch of hogwash.&rdquo;<br /><br />Hauling the package through the Congress has been difficult from the start. Republicans have struggled mightily with the bill nearly every step of the way quarreling in the House and Senate, and often succeeding only by the narrowest of margins: just one vote.<br /><br />The Senate passed the package days earlier with Vice President JD Vance breaking the tie vote. The slim majority in the House left Republicans little room for defections.<br /><br />Once Johnson gaveled the tally, Republicans cheered &ldquo;USA!&rdquo; and flashed Trump-style thumbs-up to the cameras.<br />Political costs of saying no<br /><br />Despite their discomfort with various aspects of the sprawling package, in some ways it became too big to fail &mdash; in part because Republicans found it difficult to buck Trump.<br /><br />As Wednesday&rsquo;s stalled floor action dragged overnight Trump railed against the delays.<br /><br />&ldquo;What are the Republicans waiting for???&rdquo; the president said in a midnight post.<br /><br />Johnson relied heavily on White House Cabinet secretaries, lawyers and others to satisfy skeptical GOP holdouts. Moderate Republicans worried about the severity of cuts while conservatives pressed for steeper reductions. Lawmakers said they were being told the administration could provide executive actions, projects or other provisions in their districts back home.<br /><br />The alternative was clear. Republicans who staked out opposition to the bill, Rep. Thomas Massie of Kentucky and Sen. Thom Tillis of North Carolina, were being warned by Trump&rsquo;s well-funded political operation. Tillis soon after announced he would not seek reelection.<br /><br />Massie voted against it as did Rep. Brian Fitzpatrick of Pennsylvania, who has raised concerns about the administration halting arms shipments to Ukraine.<br />Rollback of past presidential agendas<br /><br />In many ways, the package is a repudiation of the agendas of the last two Democratic presidents, a chiseling away at the Medicaid expansion from Barack Obama&rsquo;s Affordable Care Act, and a pullback of Joe Biden&rsquo;s climate change strategies in the Inflation Reduction Act.<br /><br />Democrats have described the bill in dire terms, warning that cuts to Medicaid, which some 80 million Americans rely on, would result in lives lost. Food stamps that help feed more than 40 million people would &ldquo;rip food from the mouths of hungry children, hungry veterans and hungry seniors,&rdquo; Jeffries said.<br /><br />Republicans say the tax breaks will prevent a tax hike on households and grow the economy. They maintain they are trying to rightsize the safety net programs for the population they were initially designed to serve, mainly pregnant women, the disabled and children, and root out what they describe as waste, fraud and abuse.<br /><br />The Tax Policy Center, which provides nonpartisan analysis of tax and budget policy, projected the bill would result next year in a $150 tax break for the lowest quintile of Americans, a $1,750 tax cut for the middle quintile and a $10,950 tax cut for the top quintile.                 <content:encoded><![CDATA[ <p><strong>Two French nationals detained for more than three years in Iran have been charged with spying for Israel&rsquo;s intelligence agency Mossad, diplomatic and family sources told AFP on Wednesday.</strong><br /><br />They have also been charged with &ldquo;conspiracy to overthrow the regime&rdquo; and &ldquo;corruption on earth,&rdquo; the Western diplomatic source and the sister of C&eacute;cile Kohler, who is being detained along with Jacques Paris, told AFP.<br /><br />&ldquo;We have been informed of these accusations,&rdquo; the diplomatic source said.<br /><br />&ldquo;All we know is that they have seen a judge who confirmed the three charges,&rdquo; said Kohler&rsquo;s sister, who added that the two French nationals were still being denied access to independent lawyers.<br /><br />All three charges carry the death penalty.<br /><br />Iran had previously claimed the two had been arrested for spying but had not revealed exactly for whom.<br /><br />Tehran has not confirmed the new charges.<br /><br />&ldquo;These charges, if they are confirmed, are completely unfounded,&rdquo; the French diplomatic source told AFP.<br /><br />&ldquo;C&eacute;cile Kohler and Jacques Paris are innocent,&rdquo; the source added, demanding that the pair be given access to lawyers.<br /><br />The news came a day after the French charg&eacute; d&rsquo;affaires in Iran was able to visit the pair in prison.<br /><br />The fate of Kohler and Paris had been unknown since Israel targeted Tehran&rsquo;s Evin prison in an air strike last week, before a US-proposed ceasefire between the Middle East foes came into force.<br /><br />Iran&rsquo;s judiciary said the Israeli strike on the prison had killed at least 79 people.<br /><br />It also said the Iranian prison authority had transferred inmates out of Evin prison, without specifying their number or identifying them.<br /><br />Kohler, 40, and Paris, her 72-year-old partner, have been held in Iran since May 2022.<br /><br />Iran is believed to be holding around 20 European nationals &mdash; many of whose cases have never been publicized &mdash; in what some Western governments, including France, describe as a strategy of hostage-taking aimed at extracting concessions from the West.<br /><br />Three Europeans, who have not been identified, have also been arrested in the wake of the current conflict, two of whom are accused of spying for Israel, according to Iranian authorities.</p> ]]></content:encoded>
