Pasadena Police Launch New Probe Into Officer-Involved Shooting Following Witness Testimony

A new internal investigation has been initiated into a September shooting incident involving two Pasadena police officers after a witness provided additional information, Police Chief Gene Harris announced Monday. Several officers have been placed on administrative leave pending the outcome of this renewed probe.


The department had previously classified the incident, which occurred in a parking garage, as an instance of "unsafe and out-of-policy horseplay." Last week, after a nearly nine-month delay, dashcam footage was released showing one officer drawing and pointing a firearm at an approaching police cruiser before being shot by the officer inside the vehicle. Chief Harris stated at the time that the officer who discharged his weapon was no longer with the department, and the district attorney's office was reviewing the matter for potential criminal charges.


The emergence of a new witness, who came forward after the video's public release, prompted the opening of the fresh investigation based on information received Sunday. Chief Harris emphasized that the decision to place other involved officers on leave underscores the department's seriousness in addressing such incidents.


The dashcam video, recorded on September 7, 2025, depicts one officer in uniform near a police SUV drawing his handgun and aiming it at the incoming cruiser before reholstering the weapon. Moments later, the officer in the driver's seat of the cruiser reportedly drew his own firearm and discharged it, with the round striking an officer in the garage. The injured officer sustained serious injuries but has since recovered. Chief Harris confirmed that the officer who fired the shot, identified as Roy Alatorre, has "separated from the city."


The delayed release of the video was attributed by Chief Harris to the need to protect the integrity of the initial investigation and complete essential investigative steps. Under California law, recordings of police shootings and critical incidents resulting in great bodily injury are typically required to be released within 45 days. However, Harris invoked an exception to this requirement, citing ongoing investigation.


Pasadena Mayor Victor Gordo commented on Thursday, stating, "This type of unprofessional behavior is unacceptable and cannot be tolerated." He added that he supports the chief's assurance of a thorough investigation and appropriate disciplinary actions. Chief Harris described the conduct as "regretful" and not meeting the department's standards.
