Yemen Designates Six Financial Platforms as Terrorist Entities, Freezes Assets

Yemen's judicial authorities have placed six financial platforms and digital wallets, along with their owner and operating entities, on the national list of individuals and entities linked to terrorism and its financing. The decision entails the seizure and freezing of their accounts, funds, and assets, as well as a prohibition on financial and commercial dealings with them.

The directive was issued via Decision No. (20) for the year 2026, dated October 27, by the Public Prosecutor, Judge Qaher Mustafa Ali. Subsequently, the Central Bank of Yemen in Aden issued a circular on October 28, instructing banks, exchange companies, and financial institutions to implement the decision and identify all accounts and assets belonging to the designated entities.

The list of included entities comprises "We Net," "Wasel Bain Al Mahafith" (a wallet transfer service), "Yemen Wallet," "MB Integrated," "Easy Wallet," and "Sabaa Cash." The decision specified the owners or affiliated entities of these platforms, including the General Authority for Post and Postal Savings in Sana'a, the Yemeni Integrated Services Company linked to the Public Institution for Social Security in Sana'a, Tharwat Company for Financial Services and Investment, and SabaFon Telecommunications Company in Sana'a.

"We Net" and "Wasel Bain Al Mahafith" were specifically identified as being affiliated with the Houthi militia, which Yemen designates as a terrorist group. The Central Bank has mandated financial institutions to freeze the accounts and assets of the listed entities, cease all financial and commercial transactions with them, and submit relevant data to the Financial Information Unit for combating money laundering and terrorism financing.

The circular grants banks and exchange companies two working days to provide proof of compliance with these measures, citing the Public Prosecutor's decision and anti-money laundering and terrorism financing laws. It emphasizes that the measures remain in effect until new instructions are issued by the Central Bank or relevant judicial authorities.
