Treasury Secretary Scott Bessent first revealed the notification system concept on Sunday, but insiders suggest finalizing the agreement will take weeks, despite optimism it could be operational by year-end. Key hurdles include defining what constitutes a national security issue in the AI space and securing explicit commitment from China, which has remained noncommittal so far.
US officials are aiming for a functional framework, crucially one approved by Trump, to be ready for Bessent's follow-up talks with Chinese Vice Premier He Lifeng in Shenzhen in two months. This push highlights growing anxieties over the rapid advancements in AI and the global race for dominance in the sector.
While internal discussions have focused on establishing clear criteria for alerts and enforcement measures, potential delays are linked to trade truce considerations and Trump's stance on exporting cutting-edge Nvidia chips to China. Despite concerns about China developing its own chip technology, the US has granted limited licenses for Nvidia's H200 chip, vital for AI model training.
