The United Arab Emirates is championing a foreign policy centered on fostering stability and prosperity, aiming to resolve regional political crises through diplomatic and political solutions, with a particular focus on energy security, trade, and supply chains.
Khalifa bin Shaheen Al Marri, Minister of State at the UAE Ministry of Foreign Affairs, articulated this strategy, emphasizing that prosperity is unattainable without stability, and vice versa. He highlighted that the UAE's foreign policy is grounded in adherence to international law, conflict resolution, and engagement with future economies, including the digital economy and artificial intelligence, alongside addressing climate change challenges.
Al Marri detailed that the UAE's engagement with Middle Eastern crises prioritizes facilitating trade, securing supply chains, and ensuring energy security. He noted the significant challenges facing these sectors, underscoring the necessity of respecting international law, maritime law, and state sovereignty. The UAE advocates for de-escalation through diplomacy and political solutions, striving to resolve crises rather than merely manage them.
Humanitarian, developmental, and emergency aid remain integral components of the UAE's foreign policy. Al Marri cited the "Fares Al Shami 3" initiative, which has provided over $3.98 billion since the onset of the Gaza conflict. Additionally, the UAE has allocated $1.2 billion to the Peace Council, supported the Palestinian National Committee, funded the training of a Palestinian police force, and contributed $200 million to Gaza through the Peace Council. Aid has also been extended to Nepal, Haiti, and Colombia, with climate change mitigation now integrated into humanitarian and development assistance.
The minister also addressed the current global climate of diminished trust in multilateral organizations' capacity to manage crises. He suggested that reforming international institutions requires time and commitment from member states, especially amidst international division and polarization. Drawing on the UAE's experience during its non-permanent UNSC membership, he stated the country worked to bridge differing viewpoints among parties, including permanent members.
Regarding water security, Al Marri indicated significant progress in preparations for a joint UAE-Senegal conference aimed at developing actionable solutions for water scarcity. He stressed that water issues extend beyond drinking water provision to encompass community security and stability, necessitating sustainable and applicable solutions rather than mere declarations.
