Rubio to Visit UAE, Kuwait, Bahrain for Iran Deal Discussions

U.S. Secretary of State Marco Rubio will undertake a diplomatic mission to the United Arab Emirates, Kuwait, and Bahrain from Tuesday through Thursday, aiming to present the Trump administration's preliminary Iran accord directly to Gulf Arab allies.

During his visit to Bahrain, Secretary Rubio is scheduled to convene with representatives of the Gulf Cooperation Council (GCC), an alliance comprising Saudi Arabia, Qatar, Oman, the UAE, Kuwait, and Bahrain. State Department spokesperson Tommy Pigott confirmed the meeting on Monday.

While GCC leaders have generally endorsed efforts to resolve regional conflicts, many have expressed apprehension regarding the specific terms of the Memorandum of Understanding (MoU) recently finalized by U.S. President Donald Trump. A primary concern for regional officials revolves around the potential allocation of a $300 billion reconstruction fund for Tehran, which they suspect Iran could divert to bolster its military capabilities and support regional proxy groups. The omission of Iran's ballistic missile program from the MoU's scope also presents a significant worry for Washington's Gulf allies, who have experienced repeated Iranian missile and drone attacks.

The strategic importance of the UAE, Saudi Arabia, Kuwait, Bahrain, and Qatar is underscored by their hosting of U.S. military bases, which form a critical component of America's security infrastructure in the Middle East. Any alteration, however subtle, in these nations' security relationships with the U.S. could have profound implications for American military strategy in the region.

Secretary Rubio's trip is part of a broader diplomatic push concerning Iran. President Trump finalized the Iran MoU, initiating a 60-day period for Washington and Tehran to negotiate a more comprehensive agreement, during his visit to France on Wednesday. Concurrently, a U.S. delegation led by Vice President JD Vance participated in mediated talks in Switzerland over the weekend, with technical discussions slated to continue this week.

While specific details regarding the precise timing and attendee lists for Secretary Rubio's engagements were not immediately available, spokesperson Pigott stated that the Secretary, who also serves as White House national security advisor, would address "a range of regional priorities including the memorandum of understanding with Iran, efforts to secure full and free safe transit through the Strait of Hormuz, and the importance of peace and stability in the region."
