Houthis Seek Government Soldier Data in Taiz Via Payroll Records

The Houthi militia is actively pursuing payroll records of government-aligned soldiers in the Al-Ma'afer district of Taiz province, attempting to exploit this personal information for intimidation and to undermine popular resistance in recently seized areas.

Activist Abdulhalim Sabr reported confirmed intelligence indicating intensified Houthi efforts to obtain these payroll rosters. Houthi elements reportedly visited several money exchange businesses and companies in the Al-Nashama area, demanding they prepare the records for collection the following day.

Employees at these exchange branches reportedly refused, citing system limitations that restrict access to such sensitive data, which is held by the main administrative offices. Sabr added that a Houthi recruitment official acknowledged the presence of approximately 24,000 recruits from Al-Ma'afer and vowed to persist in their search for the soldiers' payroll information.

These actions reveal a Houthi strategy extending beyond territorial control to the systematic tracking of individuals through their financial and personal data, transforming potentially protected information into instruments for security crackdowns and repression. Concerns are mounting among residents that this data could be used to locate soldiers and their families, leading to harassment, extortion, or forced enlistment. Some fear retaliatory actions if they resist Houthi pressure.

The Houthi operations are not limited to money exchange firms. There are indications that some residents have avoided registering for food aid distributions to prevent their data from being exploited. Houthi elements have also been seen in villages under the guise of distributing aid to impoverished families, concurrently gathering information about the populace. This practice raises suspicions that humanitarian efforts are being co-opted for intelligence gathering, particularly in an environment where the group controls security apparatus and leverages personal information to suppress dissent and pursue adversaries.

The implications are particularly grave for individuals from Al-Ma'afer who have joined government forces or participated in popular resistance. Access to their records could enable the Houthis to track them beyond conflict zones or pressure their families to secure their surrender. Human rights activists emphasize the significant legal and ethical responsibility of money exchange businesses and companies to protect customer data and refrain from disclosing financial records or personal information to unauthorized entities, especially when such data can be used for detention, blackmail, or retribution.

These practices align with broader Houthi efforts to consolidate control over areas under their influence, employing not only armed presence but also dismantling resistance networks and gathering intelligence on the population, thereby weaponizing civilian data for their security agenda.
