Yemeni PM appoints corrupt people, bypasses ministers in order to seize government funds: documents


Informed sources said that Prime Minister Maeen Abdulmalik directed that the Minister of Public Works and Roads, Manea Yaslam Bin Yameen, be bypassed in financial and official transactions, and replaced by his friend Maeen Al-Mas, accused of corruption cases during his previous work at UNICEF, with the aim of concluding corruption deals.



 



The sources of Kashif's Anti-Corruption Initiative stated that the fund’s president, Maeen Al-Mas, was appointed by the president Hadi, by pushing Prime Minister, in a clear violation of the Riyadh Agreement, the purpose of which was to bypass the Minister of Works in passing corruption cases.



 



The sources indicated that PM worked during the past few years and after the decision to appoint him, which violates the Riyadh Agreement, to strengthen his thorns over the Minister of Works, the matter came to ignore the minister's signature in formal and financial transactions.



 



The sources confirmed that the matter reached the cancellation of the minister's signature from Tadhamon Bank and the payment of the "violating checks" without the minister's signature and the official seal, which prompted the Minister of Public Works to freeze the works of Al Mas. But his decision did not take effect as a result PM's supporting.



 



In the same context, banking sources inside Tadhamon Islamic Bank, affiliated to Hayel Saeed Group, revealed that the bank had cashed a check in violation of the Central Bank's system and the portfolio of signatures that were delivered to it.



 



The bank cashed a check from the road maintenance fund account without the check bearing the seal of the fund and the signature of the minister in the portfolio of signatures delivered to the bank, considering that this is a legal violation and contrary to the law of the Central Bank.



 



The source wondered whether the banking supervision sector knows what Tadhamon Bank is doing and facilitating the corruption process, or whether Tadhamon Bank owns the corruption spurs in the country, according to the source’s inquiries.
