The report of the "Regine Yemen" organization revealed a black list of 63 people and 6 companies loyal to the Houthi militia involved in controlling the telecommunications sector, seizing its revenues and harnessing it to serve the militias' political and military goals and their suspicious foreign agenda.
The Houthis have changed most of those responsible for the communications sector, whether governmental or private, with those affiliated to them to ensure their loyalty, starting from the Minister of Communications, undersecretaries of the ministry, and general managers to the level of directors of departments, units, and sections.

"Regine Yemen" also presents some recommendations:
• We recommend the international community to impose sanctions on the Houthis telecommunications sector in order to reduce the capabilities of the Houthis over the sector by financing their war.
• Through the clear and effective participation highlighted in the report between the Iranian side represented by the Iranian Revolutionary Guard and the Houthis, we recommend the legitimate government, the United Nations and the Arab coalition to adopt the list of those involved in exploiting the telecommunications sector in financing the war (the black list) of the individuals and companies involved in accordance with the relevant international resolutions.
• We recommend the Yemeni government to work on transferring the internet gateway, international communications, and the submarine cable for the internet to its areas of control.
• We recommend that the Yemeni government work to collect all sums from international communications revenue for the legitimate government and record it in the government's accounts at the Central Bank in Aden.
• We recommend the Yemeni government a real transfer of the bodies and institutions affiliated with the Ministry of Communications (the General Post Authority - the Public Telecommunications Corporation - TeleYemen Company - Yemen Mobile Company) and work to transfer control and revenues to areas under its control.
• We recommend the Yemeni government to ban and prevent the supply and import of communications equipment through all land, sea and air ports.
• We recommend the Yemeni government to oblige all telecommunications companies to pay their taxes, licensing fees and government fees to the accounts of the legitimate government in Aden.
• We recommend the Yemeni government and the legitimate judicial and security authorities to investigate and hold accountable all those involved in facilitating the Houthis' control of the telecommunications sector.
• We recommend international organizations to cooperate with Regain Yemen, which reflects the dangers of Houthi control of the telecommunications sector and its risks in prolonging and financing the war.
• We recommend the United Nations to use the proceeds of communications to enhance the disbursement of salaries to disadvantaged staff.
• We recommend all citizens inside to be very wary of the Houthi militia's violation of their privacy and control over the telecommunications sector.
