California Billionaire Tax Measure Trails; Voters Reject Voter ID

Early election results indicate that a contentious ballot measure proposing a new tax on California billionaires is likely headed for defeat, while voters have rejected another significant proposition requiring voter identification.

Proposition 40, the billionaire tax initiative, aimed to levy a one-time 5% tax on the assets of the state's wealthiest individuals, generating an estimated $100 billion to support millions of Californians facing potential loss of healthcare coverage due to federal funding reductions. However, two competing measures, Propositions 41 and 42, designed to nullify the wealth tax, remained too close to call in preliminary counts.

Supporters of Proposition 40, while not conceding, acknowledged facing considerable challenges, citing extensive opposition spending. Dave Regan, president of SEIU-United Healthcare Workers West, which sponsored the proposal, stated that if the measure fails and the state does not address the healthcare crisis, healthcare workers would return to the ballot in 2028 to rectify the situation, overcoming what he described as "lies and deception."

Concurrently, voters rejected Proposition 39, a measure that would have mandated identification for voters and required election officials to verify the U.S. citizenship of all registered voters. This rejection occurs amidst heightened national distrust in electoral processes, amplified by unsubstantiated claims of widespread fraud.

The billionaire tax proposal, Proposition 40, faced division even within the Democratic party due to concerns about its potential impact on California's budget, which is significantly reliant on its wealthy populace. Governor Gavin Newsom opposed the measure, though the state Democratic party endorsed it. The combined campaigns for and against Proposition 40 and its nullifying measures, 41 and 42, approached a state record in campaign finance, with approximately $425 million donated, predominantly by billionaires opposing the wealth tax.
