Taiz Civilians Suffer Amidst Houthi and Affiliated Group Violations

Civilians in Taiz Governorate continue to endure severe suffering due to persistent violations by the Houthi group, alongside other abuses attributed to armed elements aligned with the Islah Party. This ongoing situation underscores the profound tragedy faced by the governorate's residents amidst years of conflict and security instability.


A recent report by the Information and Rehabilitation Center for Human Rights (HRITC) documented a total of 287 violations against civilians and public and private properties in Taiz during 2023. The report identified the Houthi group as the primary perpetrator, responsible for 216 violations, accounting for approximately three-quarters of the recorded incidents. These violations resulted in the deaths of 24 civilians, including four women and eight children, through shelling, sniper fire, direct shooting, landmines, drones, and remnants of war. The Houthi group is also blamed for injuring 78 civilians and targeting 94 private properties, including homes, facilities, vehicles, fuel stations, and agricultural lands.


Despite the Houthi group's significant role in the violence, the report also highlighted continuing violations by armed groups operating outside state control, including elements within military and security forces loyal to the Islah Party. This dual threat has left the people of Taiz caught between multiple parties, bearing a heavy humanitarian cost. The report documented cases of arrest, abduction, and abuses committed by individuals within Islah Party-affiliated military forces. Notably, it recorded one death under torture in a detention center controlled by these forces, along with two abductions and other violations affecting personal freedom and safety.


Observers suggest that the persistence of these violations erodes public trust in state institutions and provides an opportunity for the Houthis to exploit these issues for propaganda purposes. Areas under government control should ideally serve as examples of adherence to law and the protection of rights and freedoms. The complex reality in Taiz, one of Yemen's most war-affected regions, extends beyond Houthi attacks, sieges, and mines to include security breakdowns and the presence of multi-aligned armed groups engaged in illegal activities.


The HRITC report also documented 17 abductions involving 24 civilians, six assassination attempts, three arrests, and several physical assaults and violations related to freedom of opinion and expression. Human rights advocates emphasize that the ongoing crimes in Taiz reveal the failure of the warring factions to provide a minimal level of protection for the population, who have borne the brunt of years of war and political-military divisions. The center urged the United Nations and the international community to take more effective steps to protect civilians in Taiz and to hold all those involved in grave violations accountable, regardless of their affiliations.


The report concludes that ending the suffering of civilians requires an immediate cessation of ongoing violations, the reinforcement of the rule of law, and support for demining efforts. The people of Taiz remain victims of an open conflict involving numerous perpetrators, with the Houthi group leading in the scale of committed crimes, concurrently with continued violations within areas controlled by forces loyal to the Islah Party. This situation intensifies the humanitarian crisis, making the governorate one of Yemen's most devastating areas for civilians.
