France announced that the UN Security Council will hold a vote this month on renewing the mandate of a panel that monitors sanctions against Iran, potentially leading to a confrontation with Russia and China.
The mandate for the expert panel, which supports the UN sanctions committee on Iran, is scheduled to expire on September 26, coinciding with the annual UN General Assembly meeting. The panel's renewal is expected to be a significant point of discussion during the assembly.
France, currently holding the presidency of the 15-member Security Council for September, stated that discussions on Iran would focus on the nation's nuclear program and its non-compliance with UN obligations. The renewal of the expert panel's mandate, originally reinstated in September 2025 following Iran's failure to meet its nuclear program commitments, will necessitate a vote.
UN diplomats anticipate the vote will take place on September 17. This upcoming vote raises the possibility of vetoes from Russia and China, both of which have argued that the Security Council lacks the authority to address the Iranian nuclear issue further. They have previously stated that the Council cannot re-establish the sanctions committee or its panel of experts.
The current dispute originates from a decision by Britain, France, and Germany to invoke a UN "snapback" mechanism last year, reimposing sanctions that had been lifted under the 2015 Iran nuclear deal. This action followed their conclusion that Iran was not adhering to the agreement aimed at preventing the development of nuclear weapons. Iran maintains it does not seek nuclear weapons, but its uranium enrichment activities have long been a source of concern for the United States and its allies, who fear Tehran could retain the option to produce nuclear materials for a bomb.
