Government Pledges Reforms Amidst Escalating Power and Gas Crises

Residents are facing escalating hardship due to persistent electricity outages and disruptions in domestic gas supply, while the government in Aden reiterates promises of reform to address these critical issues.


The Supreme Energy Council convened recently, chaired by Prime Minister Shayaa Al-Zindani, to review the energy sector's challenges. Discussions focused on improving electricity services, funding for the sector, maintenance needs, power generation projects, and strategies for reforming generation, transmission, and distribution systems.


Prime Minister Al-Zindani acknowledged the public's suffering caused by power interruptions, emphasizing that resources allocated to the sector must yield tangible improvements in service delivery. He stressed the need for transparency, oversight, and efficient management to prevent waste and enhance spending efficacy. However, the repeated governmental focus on reforms raises questions about the gap between stated plans and the reality experienced by citizens, particularly as the electricity crisis has been a significant drain on public resources and foreign aid for years without successful long-term solutions.


The Prime Minister stated that the continuation of systemic failures is no longer acceptable with mere temporary fixes. He called for integrated institutional, technical, and financial reforms across generation, maintenance, transmission, and distribution, alongside the development of alternative energy projects. The council reviewed preliminary assessments for installing solar power systems in government facilities as a means to reduce operational costs and diversify energy sources. While the expansion of solar energy is important, it does not negate the need to address fundamental issues within the electricity grids and generation plants, nor the efficiency of sector institutions in managing resources and projects without waste and interference.


The council also commended Saudi Arabia's support for the electricity sector, including fuel provisions and the recent delivery of 300 megawatts of emergency power generation capacity allocated for Aden, and the coastal and valley regions of Hadhramaut. External support is crucial for alleviating the electricity crisis, but it also places a greater responsibility on the government to translate this aid into sustainable outcomes rather than recurring reliance on fuel and assistance for a cyclical crisis. The true test of any reform plan will be the government's ability to reduce outage hours, improve the efficiency of plants and networks, and ensure resources reach their intended objectives.


Energy crises extend beyond electricity, as the council also addressed bottlenecks in domestic gas supply, characterized by erratic deliveries and increased demand on available quantities for the local market. The Minister of Oil and Minerals attributed part of the crisis to tribal disruptions hindering gas tanker movement, speculative practices by some traders, and the growing conversion of vehicles to gas fuel, which has escalated demand. These developments highlight a multi-faceted crisis in the gas supply chain, from transportation to market, with citizens bearing the brunt through difficulty in obtaining the commodity and price increases during supply disruptions.


The Prime Minister urged that citizens not bear the consequences of these systemic failures, vowing firm action against entities obstructing gas delivery or manipulating its distribution and pricing. However, the government's challenge lies not only in issuing directives but in implementing effective oversight of markets and supply chains, holding those responsible for disruptions accountable, and ensuring fair and regular distribution of this essential commodity. The discussion of electricity and gas issues comes at a sensitive time, as these service crises intersect with the difficult economic conditions faced by citizens, making any increase in energy costs or decline in services an additional burden on households and productive and commercial sectors.
