Saudi-Emirati Alliance Strengthens, Egypt's Firm Stance Rattles Iran's Yemen Proxy

Recent regional developments have disrupted the calculations of Iran's proxy in Yemen, compelling the Houthi militia to seek renewed negotiations with Riyadh and an end to military escalation. This shift comes after approximately three months of intensified attacks against Saudi Arabia, with the Iran-backed militia now signaling a potential halt to hostilities in exchange for returning to the negotiating table.

The Houthi delegation's chief negotiator, Mohammed Abdulsalam, alluded to this possibility in a statement posted on his X account. He accused Saudi Arabia of closing the door to negotiations, claiming this prompted the militia's recent military escalation against the Kingdom. Abdulsalam's statement was framed as a response to accusations that the Houthis rejected negotiations and a meeting with Saudi counterparts in Oman. He alleged that Riyadh rebuffed several Houthi requests for talks under Omani auspices.

The Houthi negotiator further claimed that the militia had approached Saudi Arabia prior to the escalation, proposing a return to implementing a previously stalled roadmap. He asserted that Riyadh refused this proposal. Abdulsalam also accused Riyadh of ending a truce by bombing Sanaa airport, which he alleged prevented an Iranian plane carrying the Houthi delegation from departing Tehran. He stated that the militia was compelled to escalate militarily as a result.

In addition to these claims, the Houthi negotiator accused Riyadh of delaying a response to a proposal from Muscat for a five-day truce and subsequent negotiations, put forth after the militia initiated its escalation. Observers interpret the Houthi discourse on negotiations as a signal of their desire for Riyadh to agree to a cessation of military action and de-escalation, driven by recent regional shifts.

Key among these developments was the significant visit of Saudi Defense Minister Prince Khalid bin Salman to Abu Dhabi, where he met with UAE President Sheikh Mohamed bin Zayed and other senior Emirati officials. This visit, occurring shortly after a report by The Guardian suggested Emirati readiness to re-engage in Yemen against the Houthis under a new agreement with Saudi Arabia, is seen as a critical factor. A renewed Emirati role in confronting the Houthi militia could decisively alter the military landscape in Yemen in favor of the Yemeni government and its Saudi allies, building on Abu Dhabi's prior successful involvement.

Another pivotal regional development is the pronounced shift in Egypt's stance on the Yemen conflict. President Abdel Fattah El-Sisi announced on Saturday Egypt's willingness to undertake any measures requested by Saudi Arabia to defend its security and sovereignty. Subsequently, the Egyptian National Defense Council, in a meeting chaired by President El-Sisi on Sunday, pledged to provide all necessary and possible support to Saudi Arabia for the protection of its security and stability. Concurrently, the Egyptian Parliament is holding multi-day sessions to discuss President El-Sisi's request for authorization to deploy the armed forces to safeguard Arab national security and support Saudi Arabia.

These significant regional developments, including increased GCC pressure on the Houthi militia to be designated a terrorist group and condemnations of their attacks, are perceived by analysts as placing the Houthi militia in a precarious position. They argue that continued military escalation will incur a higher cost for the militia, explaining their apparent desire for a de-escalation and return to negotiations. This is likely an attempt to preserve recent military gains, which they fear losing amid indications of Riyadh's intent to reshape the military situation in Yemen.
