Yemen's Aden Central Bank Bets on Unified Network to Restore Banking Confidence

The Central Bank of Yemen (CBY) in Aden is strategically relying on the Unified Network Company to rebuild trust within the banking sector, amidst significant challenges posed by institutional division.


While the CBY-Aden strives to establish a modern financial system centered on digital payments and financial inclusion, these efforts are hindered by the legacy of institutional fragmentation imposed by the Houthi militia on the banking sector, making financial system reform exceptionally complex.


During an extraordinary general assembly meeting of the Unified Network Company for Funds, Governor Ahmed Ghalib emphasized the company's role as a cornerstone for developing the national payment system, advancing digital transformation, and enhancing financial service efficiency to support financial stability and bolster confidence in the banking sector.


This initiative follows the completion of the company's restructuring, capital increase, and expansion of its shareholder base to include banks operating across the Republic of Yemen. The aim is to establish a financial infrastructure more capable of adapting to technological advancements and delivering secure, reliable payment services compliant with international standards.


Economists view the Unified Network project as one of the most significant financial reforms in recent years. However, its success remains contingent upon a stable and unified banking environment, which continues to face considerable challenges due to the ongoing financial division exacerbated by Houthi practices since their coup against state institutions.


Observers note that the banking sector has endured unprecedented pressures in recent years due to unilateral measures imposed by the Houthi group, including the establishment of parallel financial entities, interference in bank operations, and restrictions on banking activities. These actions have eroded trust in financial institutions, disrupted remittance flows, and complicated payment and settlement processes across different regions.


The CBY Governor reaffirmed that the Unified Network is a key component of the national payment infrastructure, providing tools to enhance financial transaction efficiency and expand banking services. He reiterated the bank's commitment to supporting the company through the implementation of governance, transparency, and risk management standards to ensure its sustainability and capacity to keep pace with rapid developments in financial technology.


The general assembly approved the completion of capital increase procedures, amendments to the bylaws, and the election of a new board of directors for a three-year term, as part of a restructuring aimed at strengthening governance and improving institutional performance.


Economic analysts believe these reforms send a clear message that the government is committed to building a modern financial sector capable of supporting economic activity and attracting investment. However, completing this path requires addressing the imbalances created by financial division, reunifying the banking environment, and halting interventions that have weakened banks and affected public confidence in the financial system.


Analysts stress that modernizing digital payment systems will not achieve its full objectives without comprehensive institutional reforms, the restoration of the banking sector's independence, and the provision of a stable regulatory environment. They emphasize that any digital transformation project necessitates a unified financial system operating under sound banking principles, free from duplication and the practices that have hindered the economy and impacted trade and investment flows in recent years.
